Lu Ying replied, “No.”

Officials of the fourth rank and above were evaluated by the emperor, while those below the fourth rank were assessed by the Ministry of Personnel.

Those who failed the evaluation would be dismissed from their positions.

Wang Daxia said, “This subordinate has heard of it. However, as a lowly soldier, this subordinate is not subject to the metropolitan evaluation.”Lu Bing handed him a file.
